Should the state run businesses?
Side one
Leave it to markets
Competition drives efficiency and innovation. Governments make poor owners and should focus on regulation and public goods.
Hayek: Knowledge and Order · Adam Smith: Markets and Sympathy · Competitive StrategySide two
Some sectors need the state
Markets underserve the poor and remote areas. Public or cooperative ownership can build capacity where profit alone would not.
Nehru: Scientific Temper and Institutions · Verghese Kurien: The Cooperative Way · Amartya Sen: Development as FreedomCommon ground
Both want efficient services and accept that ownership is a means, not an end.
How to reconcile them
Decide sector by sector: keep the state in strategic and public-good areas, and open others to competition with strong regulators.
When each side is right
Argue for markets where competition is real and services are private goods. Argue for public roles where there are natural monopolies or equity concerns.
