Wealth sustains the state
Kautilya treats economic strength, from agriculture, trade, mining and taxation, as the foundation of both power and public welfare. A poor treasury makes a weak kingdom.

The ruler serves the people
In the happiness of his subjects lies the king's happiness. Good governance is judged by the welfare it delivers, not the ruler's pleasure.
